Conservation Area Advisory Committees (CAACs)

What are CAACs?

Our Conservation Area Advisory Committees (CAACs) give a way for members of the public to help the council protect and manage its conservation areas.

CAAC members are people who live, work or study in the borough and are interested in the built environment and its heritage. They may belong to local amenity societies or residents' associations, or be specialists in history, architecture or planning.

There is no statutory duty for Local Planning Authorities to operate or facilitate CAACs, and there is no national guidance on how these should be organised or operated. The CAACs are voluntary, fully independent of the council and its activities, and run by their members.

What does a CAAC do?

Conservation Area Advisory Committees (CAACs) play a key role in the planning process by providing a local focus to design, conservation, and heritage matters in the borough.

Each CAAC can comment on planning and Listed Building Consent applications within their respective conservation areas. These comments are uploaded to the Council's Planning Register and offer valuable local insights to planning officers and committee members during the decision-making process.

Additionally, CAACs support the council in developing relevant policy and guidance, such as Conservation Area Appraisals and Management Plans (CAAMPs) and audits of locally listed buildings.

All CAACs are actively seeking members to join their committees. If you are interested, please contact the relevant committee Chair.

A CAAC is not classified as a committee or sub-committee under Section 102 of the Local Government Act 1972. Thus CAAC meetings are not open to the general public or press, but observers may attend by invitation. For further information, please contact the relevant committee Chair.

Surbiton CAAC
