Trial School Street at Ellingham Primary School
Continuing the successful roll out of School Streets across the borough, we have trials at St Philip’s School and Ellingham Primary School. A plan of the proposed School Streets schemes maps can be downloaded.
Locations and timings of the School Street trial
The School Street trial at Ellingham Primary School (SS12) includes part of Ellingham Road, from the school to the junction with Bolton Road.
There are timed restrictions on motor vehicles to create the pedestrian and cycle zones from Monday to Friday, between 8.15am - 9.15am and 2.30pm - 3.30pm, school term time only.
This School Street trial began on 4 September 2023.
Enforcement of the pedestrian and cycle zone
Enforcement of the restriction uses an automatic number plate recognition (ANPR). Any vehicle contravening the restriction, that does not have an exemption, will receive a Penalty Charge Notice (PCN).
To register your vehicle
If you live within the SS12 scheme area and you have a vehicle that you may be using to drive into the area during the times of the restriction, you must let us know your vehicle registration details. Submit your details through the Exemption Registration Form. The form will ask you a series of questions and to submit documents to prove that you live at your address and own the vehicle, and will ask for code you will have received by letter.
If you have any issues with registering your vehicle/s, please email schoolstreets@kingston.gov.uk or call 0208 547 5000

Sharing your thoughts on the scheme
The South of the Borough Neighbourhood Committee approved this trial school street schemes in September 2022, subject to engagement with the local community. This scheme is set up as an ‘Experimental Traffic Management Order’, which can be in place for a minimum of 6 months and up to 18 months while we gather local feedback and monitor the scheme. The Experimental Traffic Management Order consultation started on 4 September 2023 and finished on 3 March 2024. The feedback received will be used to review the scheme.
