    Under the Representation of the People Act 1983 (s95 and 96) candidates at Parliamentary and local elections are entitled to use, for the purpose of holding public meetings in furtherance of their candidature, suitable rooms free of charge within the electoral area eg Constituency or Ward, at reasonable times between the Receipt of the Writ (for Parliamentary elections) or the last date on which notice of the poll may be given (for local elections) and the day before the poll.... Such rooms can also be used for local elections from the last day for the submission of nominations.... Schools can charge a nominal fee as on polling day e.g. to compensate for the heating, lighting, caretaker to open/close up and for the setting up / restoring the room.

Count staff are employed to work with verification of votes, the count of the votes (both if taking place the same day) Verification usually takes place after the polls close at 10pm, with count taking place after this, but this can take place the next day.
