The Council will run a further consultation (Regulation 16 stage) on the draft plan before it is considered by an independent inspector, and then, if the plan is found to be acceptable, it can be adopted only after a referendum has been held within the plan's area.... If there is a majority vote in favour, the Council has to 'make' the neighbourhood plan (it is brought into force) and it becomes part of the development plan for the area, which means that it has to be taken into account in planning decisions.
