Submitting your planning application

We advise that you submit your application online through the Planning Portal. 

You should check if you need planning permission before submitting an application. 

Apply on the Planning Portal

The Planning Portal is the national system to submit planning applications. You can use it to complete the application form, upload all of your documents, and pay your fees.

Make your application on the Planning Portal 

You’ll need to create an account, and then select the type of permission or planning consent you want to apply for.

If you submit your applications outside of normal working hours it will be registered the following working day. Our working hours are Monday to Friday, 8am to 5pm. We don’t work on bank holidays.

When you shouldn’t use the Planning Portal

You can’t use the Planning Portal to apply for the modification or discharge of a Planning Obligation. 

If you need to apply for these, you can contact us by email or by calling 020 8547 5000.

If you can’t use the Planning Portal

We prefer that you use the Planning Portal. If you can’t, you can download a copy of the paper application form on the Planning Portal. 

You’ll need to post your completed application, along with 3 copies of everything you’re submitting to:

Kingston upon Thames
KT1 1EU

Submitting your application by post might result in a delay in registering your application.

Check you have the right documents 

You can use our validation checklist (PDF, 497KB) to check what you need to submit with your application.

This includes lists of mandatory national and local information that must be submitted with every planning application. If your application is submitted with missing information, this will delay the decision.

We strongly advise that you use our pre-application services so that your application has a greater chance of success.

Fast track your application

You can pay an additional fee to have your planning application determined more quickly than the statutory date of 8 weeks. We call this our fast track service.

You’ll need to tell us when you submit your planning application if you want it to be fast tracked.

You’ll need to check if you need to pay the Community Infrastructure Levy (CIL). 

Access and facilities work for people with disabilities

Some works may be exempt from application fees. You can read through the Planning Fees Regulations
