Apply for white bar marking
White bar markings (sometimes known as H bars) are painted on the road across a private driveway, crossover or garage where there is dropped kerb to act as a deterrent against obstructive parking and alert the drivers of parking inconsiderately. These lines are advisory (non-enforceable).
Criteria for H bar marking

Moving a vehicle safely in and out of the driveway or blocked access is a regular problem.

There are no waiting restrictions (yellow lines) or other carriageway markings that would conflict.

If the dropped kerb extends across one or more neighbouring properties it is important to consult with neighbours before completing the application. The application will require a confirmation from all properties of agreement for a shared H bar marking to cover the shared drop kerb (crossover).

H bars can only be marked where there is an existing dropped kerb. If you do not have a dropped kerb do not fill this form. Make an application for a dropped kerb.

Locations identified in H bar marking requests will be assessed based on the provided information and assessment by the allocated engineer. A decision will be made whether a white bar marking can be installed - not all applications are successful.

Applications are processed in batches. Suitable weather conditions are needed for lining works. No lines will be painted from October 31 until February 28. Any applications received during this period will be added to our list for completion in the following March/April.

Due to the above reason(s), the Council cannot guarantee the timeframe for the lining works and may take longer than usual to carry out the works. The estimated time frame March - October is 5-6 weeks to complete.

The life of H bars is 5 years and the markings will be guaranteed for this period by the Council. After 5 years another application and fee payment will need to be made.

No refunds will be made in the event that parking restrictions are introduced to the area i.e. yellow lines, CPZ (controlled parking zone) and the Council removes existing white bar markings
Applying for H bars

The fee is £105.00 plus VAT for each access bar or property. Once the request is approved, subject to the above criteria, you need to pay prior to implementation. The charge applies for a new H bar or remarking or changing an existing H bar.

The charge has been implemented to make this service sustainable.
