Organising Safe Events
Advice on how to organise a safe event and how to notify the council that you are planning to hold an event
Register and pay for your event
If you would like to have a street party or submit a play street application, complete and submit Street party / Play Street Application form
For all other events you need to complete and submit an initial event enquiry form

What to include in your application
We’ll assess your application on the details given in the initial enquiry form, so you should include as much relevant information as possible.
While the Council supports the planning and delivery of events, it is not the Council’s responsibility to plan and manage these events. This is the responsibility of the event organiser.
The first stage of the process will require the applicant’s details along with the following information:
- name of the proposed event
- date of the proposed event
- event Description
- type of Activity e.g. carnival/parade, arts and craft markets, fireworks display etc.
- neighbourhood/part of the borough proposed event is to be held in, along with a specific location e.g. Kingston - Memorial Gardens
- how many visitors are expected to attend over the duration of the event
Hosting an Event Guidance is a guide for event organisers to use, setting out the various aspects of event planning that you may need to consider and with some specific advice around specialist events such as:
Once you have completed and submitted your initial enquiry, we will endeavour to respond within 10 working days. Depending on what activities you are planning, volume of attendees and the location of your event, you may be required to provide additional applications / permissions and attend a Safety Advisory Group meeting to discuss your event.
Depending on your event type the following documentation may be requested from you:
- A Traffic Management Plan
- Medical Plan / London Ambulance Service pre-event guidance document
- A detailed site plan
- Other documents on request
Sustainable Event Commitment for Outdoor Events
Events are a vital part of our borough’s economy; making it a vibrant place to live and visit. To minimise the negative impacts and maximise benefits to the environment, people and the local economy, event organisers will be encouraged to sign up for our Climate Pledge, as a condition for the use of public space and land. By making a commitment, you can show publicly your commitment to the reduction of the negative impact of your activities on the environment.
