Kingston to Tolworth
Consultation on initial proposals
A public consultation took place between 17 October and 17 November 2016 on our initial proposals for the Kingston to Tolworth route.
The consultation leaflet was available online and posted to 7,149 households, with letters sent to a further 2,485 residents and businesses. 742 people took the time to feedback their views. Of those who responded 51 per cent were in favour of the overall scheme proposals and 42 per cent were opposed.

The aim of the consultation was to get feedback and insight to the initial design concepts.
Key findings from the consultation include:
Penrhyn Road/Surbiton Road improvements
What you said: 51 per cent of the people who responded to the consultation were in favour and 38 per cent were opposed.
- Feedback was received relating to concern about traffic lane widths and congestion, which was a common theme for all sections.
- Concern was also raised about the removal of bus lanes and the relocation of bus stops in front of Kingston University.
What we are doing about it:
- The traffic lane widths will be designed to national standards and traffic impacts will be assessed with traffic models which need to be approved by TfL prior to implementation. Road safety audits will be carried out to identify any further safety concerns that need to be addressed.
- All bus priority measures are being tested in traffic models to optimise passenger journeys.
Ewell Road Section 1 (St. Mark's Hill to Brown's Road) improvements
What you said: 48 per cent of people who responded to this part of the consultation were in favour of the proposals while 43 per cent were opposed.
- The main comments related to the proposed southbound bus stop between St Mark's Hill and Berrylands Road further north.
What we are doing about it:
- We will be updating the design following this feedback. We are exploring whether the bus stop can be relocated in front of the library, immediately south of Berrylands Road.
Ewell Road Section 2 (Brown's Road to Douglas Road) improvements
What you said: 52 per cent of people who responded to this part of the consultation were in favour and 37 per cent were opposed.
- The main comments related to the removal of the southbound bus stop and bus lane opposite Millbank House, immediately south of Brown's Road.
What we are doing about it:
- The bus stop will not be removed.
Respondents were also asked about parking bays in Ewell Road Section 2 and whether uncontrolled parking bays should be changed to pay and display. Of those who responded 41 per cent answered 'yes' and 59 per cent answered 'no'. Following an assessment, current parking arrangements in this section will remain.
Ewell Road Section 3 (Douglas Road to Tolworth Broadway) improvements
What you said: Of those who responded to this 48 per cent were in favour and 40 per cent of people were opposed.
- Feedback included concerns about traffic lane widths and congestion.
- Concerns that the cycle lanes won't be used.
What we are doing about it:
- The traffic lane widths will be designed to national standards and traffic impacts will be assessed with traffic models which need to be approved by TfL prior to implementation. Road safety audits will be carried out to identify any further safety concerns that need to be addressed.
- We expect the scheme to result in an increase in the number of cyclists in future as we improve cycling infrastructure, cycle parking options and training options through our complementary measures team. Through improved facilities we aim to encourage people who may not have previously considered cycling, due to concerns about safety or lack appropriate facilities, to take up cycling as a viable transport alternative in Kingston.
