Cardo Group to provide repairs and maintenance service for Kingston Council properties

Kingston Council announces that Cardo Group will now be managing the repair, maintenance and improvement of more than 6,000 council homes following the Breyer Group’s appointment of administration.

The council was extremely disappointed to learn of Breyer’s financial difficulties given the robust and formal procurement process followed to appoint Breyer in October 2024 which included extensive involvement from residents.

The administrators granted Cardo exclusive rights to complete an asset sale and, following legal advice and a robust and compliant process, the council completed a novation that allows Cardo to take over the existing contract under the same terms and conditions. The council is working with Cardo to minimise disruption to residents and ensure a continuous repairs service remains in place.

Cardo is a leading provider of high-quality repairs, maintenance and retrofit services for social housing. They work across London and throughout England and Wales.

Cllr Emily Davey, Portfolio Holder for Housing said:

“Kingston residents provided a huge amount of time and input into designing how the repairs service should run. It is critical that the Cardo Group is fully committed to delivering against the priorities residents set.

"The company has made a range of commitments on how they will deliver a comprehensive and responsive repairs service. These include a dedicated contact centre to make it easier to book a repair, a free handyman service to help residents with mobility issues carry out repairs in their homes and regular meetings with resident groups to gather feedback that will inform how the service is run.”

Liam Bevan, Chief Executive at the Cardo Group, added:

“Our priority throughout this process has been to ensure that the repairs service continues to run smoothly for the council and its residents. Through collaboration and swift action, we have been able to achieve that together.

“We’ve been working on a daily basis with the council and the staff delivering repairs in people’s homes during this transition and we now look forward to meeting with residents to make sure their voices remain central to how the service is delivered.

“Our commitment to quality, community engagement and delivering social value is at the heart of this partnership.”

Cardo vans and staff wearing Cardo uniforms will be delivering services in Kingston Council homes and the community from April 2025. Over the coming weeks, Cardo will be working with the council and resident groups to see what is working well and what can be improved.
